"Face ID" refers to using your face to unlock your phone in addition to using your passcode. This is not about identifying faces in your photographs. When you turn this on, then your face can also open the Hidden view and also the Recently Deleted view in Photos.

Is this what you want? Or do you want it to stop facial recognition within pictures in your Photos Library? You can't turn off the scanning for facial recognition-- that's just part of Photos. Of course, just because it sees that there is a face in a picture doesn't mean that you have to name the face. You can get rid of all the connections with names, if you like.
