Account recovery request - Time conversion for reset message

I live in Western Australia which is 8 hours ahead of GMT and am awaiting an account recovery message from Apple.


Apple has told me I will receive a text or phone call to my iPhone "on 30 March 2025 at 18:13:41 GMT + 8 ".


What I can't understand is whether I will receive the message/call at 6.13 pm West Australian Time (WAT) on Sunday 30 March, or whether it means I will receive it at 6.13pm plus 8 hours (ie 2.13am WAT) on Monday 31 March.


If the latter is the case, it is highly inconvenient, and probably why I missed the previous reset which never occurred at a similarly scheduled time about a week ago, despite my having the phone at my side from around 6pm. However, if that's what it is, guess I'll just have to suck it up.


Grateful for clarification.
