How do I troubleshoot an unresponsive iCloud video download in iMessage?

Sent an ICloud link for about a 10min video on Imessage. Wouldnt donwload after an hour with good connection. Cancelled the ICloud share link but the message still shows as downloading in IMessage

Updated my IOS, restarted my router, and restarted my iphone as well.

My iPhone and MacBook are both connected to the same iCloud. AT&T mobile user. When driving around in sending videos to people on any carrier (AT&T, Verizon, T-Mobile) this is happening. I am NOT on WiFi, the sender also is not on WiFi. We are all on 5G. Something tells me this has something to do with the carrier. If it does, how do I get around this?

Video loses resolution and quality when sent via messaging apps on iPhone Hello, Went on vacations to the mountains, did some videos to send to my family and send them by WhatsApp. 4K 60fps video and the quality looks shitty… on phone quality of the video is fantastic. I tried sending the ICloud link again but it still seems to be hung up on the initial one I sent but cancelled on ICloud.com photos which still shows as downloading.
