How to fix my iPhone that keeps restarting while attempting data recovery?

Got to get that restarting issue fixed first.....before you can do anything else.

90% + of the time, that restarting issue is a hardware issue, so you'll need to make an appointment at the Apple Store or take the phone to an authorized Apple service shop to have the battery checked and tested and have any needed repairs completed.

When the phone has been repaired......then......you can set up the phone again to restore data using a recent iCloud backup or recent backup on your Mac or PC.

Good point. A battery whose health is greatly diminished can cause this problem.
