Iphone 16 pro inaccurate battery cycle count

iPhone16 pro battery cycle count goes to 19 at 47% battery then used battery 21%

plug in at 26 to 100%

Used 60%

total used battery capacity is 21+60=81%

next Cycle count increased to 20 at 40% battery remaining

Used 21%

Plugged in at 19 to 73%

used‎ = 50

total used battery 21+50=71% and now cycle count increased to 21 at 23 % battery remaining

why is this all happening even i am not used its 100% capacity
