Apple Watch SE GPS for fall alert and location services

Hi. We are thinking about getting an Apple Watch SE without cellular service for our 89y mother because of the fall detection feature. We’re also interested in the location sharing feature, assuming the watch has that just like the iPhones do?

Question is… deciding if we need the added cellular service or if just the GPS option will do. She has an iPhone but we’d prefer these features (fall detection, alerting emergency services, and location sharing) be active even if she’s away from her phone (like if she forgot to take it with her).
