“Cannot Verify Identity. Account recovery is not available because of a server error. Start over and try again.”

Wife has misplaced her phone and we’re trying to log in to “find my iPhone.” I am her recovery contact and we’re tying to log into her account using her Apple ID but need to reset the password, this is the message I am constantly getting when trying to reset her password for her Apple ID.

Does anyone know how to get past this?

How to recover my iCloud account without email access? It takes me to a page that states "We are evaluating your information to determine when you will be able to unlock your account. In a few hours, we’ll contact you at [my registered email] to let you know when your wait time will be complete. Apple Support can’t help you shorten the wait time. You can check the status of your request at any time at iforgot.apple.com." But I don’t have access to that email address, so how will they be able to contact me? I’m able to receive calls from Apple regarding my code—isn’t that enough proof of my identification? What should I do—call Apple Support? Want to recover iCloud but registered iPhone is lost **** idk if this request is connected to the other Apple ID I currently use since being locked out from my original one. But I’m inquiring about the Apple ID account associated with the info type first in this message. Only device with my original iCloud account signed in was my phone. Which was lost or stolen so I can’t get the text or call with the verification code when I try to sign in on my new phones or tablets. one of my closest loved ones has passed away and this account has all of my pictures and memories of that person and that’s really all I care about. I don’t have access to the phone number anymore but the account was made with my gmail email which I still have access too. I know the log in and password it’s just the authentication part that I’m having a problem with.
