Declined to authorize this image on this device for this user' error when restoring iPhone 10

How do I resolve 'Declined to authorize this image on this device for this user' error when restoring iPhone 10 using Finder?

I have an iPhone 10 that I forgot the password so I tried to restore it. But when I tried to restore it with my 2017 MacBook Pro through Finder with the iPhone in recovery mode, I got the message "The iPhone could not be restored. Declined to authorize this image on this device for this user."

For some more context, before this I had tried the same method but I used my 2020 MacBook Pro. When I tried to restore the iPhone 10, my Mac showed that it was and had reset, but my iPhone only restarted and went back to the "iPhone Unavailable" screen. No error message, it just didn't work.

I only got the error message when I tried to now on my older 2017 MacBook. In both cases the iPhone just won't reset. Does anyone know how to solve this issue?

(*-If you have turned on iCloud Photos, your content is automatically stored in iCloud.)
  3. You have imported your Photos and videos to Mac/PC then they are safely residing there on Mac/PC
  4. You have uploaded some of it to Cloud Drives using the Files app (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive, Adobe Creative Cloud, etc). The data remains there.
  5. If you have not backed up or do not have the latest backup, nor imported nor you have synced or uploaded your data to cloud drives prior to the situation that you are in, then I am sorry, all your data is lost.
