Using iMessages and Facebook on iPad in Myanmar

On iPad with carrier, it should be possible to use iMessages and FaceTime with the local phone number. However even though I added my phone number in the Apple account settings, it does not show up for “send & receive” in either iMessages or FaceTime. When trying to change the region, Myanmar is not listed. Myanmar is not such a small country, I wonder why Apple would not allow Myanmar citizens to use local SIM cards in their devices for sending sms messages etc.?
