I am trying to listen to a local radio station on the Apple Music app. I get the message that I need to enable location services on my mobile device in order to stream a live event.

Apple Music app doesn’t appear as an option for turning on location services.
If the error message is as you report, you need to turn on Location Services on the phone. You didn't say that it told you that you need to enable location services for Music.
Can you post a screenshot of exactly what it is you're seeing?
It’s a repeating audio message that plays instead of the radio stream.
