I Just update my iPhone 15pro to iOS 18.4 with apple intelligence turning on . But i just cannot find the priority notification feature , i go to settings - notification- there is nothing,

Had the same problem on iPhone 16 pro, asked the same question, plugged the phone to the charger, Apple Intelligence started downloading "support for Apple Intelligence".
once it was done, it popped on screen.
tl;dr: connect to WiFi, plug it to charge and have a little patience. Hope this helps.
Can you please post a screenshot of what you see there? There should be a section called Priority Notifications.
Also, when you say Apple Intelligence is "turning on", wait for it to fully download and turn on. If it's turning on, your iPhone is still downloading all the features and that could be a possibility why the Priority Notifications hasn't shown yet.
