I cannot successfully update my payment method on my Apple ID

I keep on getting a message on my settings to update my payment method and I have tried to do so numerous times but every time I try , it doesn’t work

iPhone 13, iOS 16

When a card is being placed on file for future purchases, Apple will verify that the account is active and verify basic information like address, activity on account etc. Either your bank or the payment network (Mastercard, Visa etc.) is not able to verify the card.
