iPhone locked to owner after theft recovery

I got my old iPhone back from the police ! I know the login and the passcode and still I can’t access my recovered phone ! After entering my Apple ID the phone won’t open , even tho is is my Apple ID + password

Can I factory reset an iPhone without the Apple ID password? Good day, I recently bought a second hand Iphone from a pawnshop upon checking the apple ID and other accounts have not been log out yet, I tried turning on the erase all data option that after 10 attempts will erase the phones data but I failed to realize that it would need the apple Id and password of the previous owner for it to proceed, is there anything else I can do to reset the phone or can I go on a store for them to reset the phone, I'm really at my wits end here, please help.
