Unable to access Wi-Fi, iCloud, or App Store on iPhone 14 Pro Max

I currently have two iPhones:  14 Pro Max & 11 (temp replacement).  My iPhone 14 was recently returned to me

after being held in police custody for 322 days (long story).  After being on my WiFi network (temporarily) I

attempted to login to my iCloud account and it failed.  I attempted to access the App store and it

also failed. Everything I try to open, won’t open.  I’m trying to access Sign-In and Security,

and all that happens is the “loading” circle just spins forever.  I just lost connectivity to my WiFi network after

being on for 20 mins or so.  The message “Unable

to join the network” .  Every WiFi network

I have keeps returning “No Internet Connection”.

Added: I just plugged it into my PC, and I get a message "USB Device not recognized"

Help!
