Go to Settings > Screen Time > Content and Privacy Restrictions > Scroll down to Allow Changes to Accounts > Set to allow. Note that this may require a 4 digit Screen Time pin, in which if your Apple Account is managed by your parent/guardian in a Family Sharing group, you’ll have to ask them to authorize it.
