On the Iphone 15 pro with the system 18.3, the region is not China and not the EU - there is no "clear" and "live" buttons in photo editing. At the same time, my husband has exactly the same phone, the same system version and region, but everything is displayed for him. Rebooted phone but the issue is still here.

Have tried to update to the system version 18.4? It has been available since Mach 31. and now the erase tool is available on my iPhone 15 Pro Max too.
The Erase Toolis a part of Apple Intelligence. It is based on the object and scene recognition, so there may be a delay while Photos is scanning your photos, until the erase tool will be available.
You may want to compare all settings on your iPhone with the settings on your husband's iPhone, if you have not already done so.
