No access to App Store on iPad after iPadOS 18.4 update

I have no access on my IPad 7th generation to the appstore. Starting up th Appstore it shows a page asking of I want personalized advertising or not. The buttons to choose are grey colored. I cannot proceed further. I noticed this after the update of IpadOS18.4, but it is also possible that I my self pushed Some wrong button. Who has encountered this same problem and knows a solution.

App store keeps disappearing after turning it to allow in content & privacy section I have an iPad air 8 for my son and I set the install app, deleting apps and in-app purchases set to Don't allow so my son wont download just any app without my permission. When I tried to set the app store to allow so I can update the apps on his ipad. the store will show up then after a couple secs would disappear. Even if i'm in the app it will disappear. I've tried the hard reboot, the reset home screen layout. Besides from resetting the ipad to default settings is there anything else that can be done?
