I got it figured out. I switched the eARC setting from Auto to Pass-through on my TV and this fixed this issue, so it appeared to be an issue with my TV (Panasonic W95A) rather than my Apple TV.

You'll need to clarify what you are trying to do. Since Dolby Atmos is surround sound what are you expecting?
What is your audio setup?

It was only outputting 2 channel stereo or full Dolby Atmos. It would not output regular 5.1 surround, but I figured out the fix as it was in my TV.
