Data Recovery at iCloud.com does not include pictures that had been at iCloud Photos. You should read this:

So, when you delete things from Recently Deleted in Photos, it is forever, just as muguy says.
When you deleted from Recently Deleted, the items were then permanently deleted. None of those items can be recovered.
