How to reinstall an offloaded app without using the App Store?

How do i reinstall an offloaded app without going to the app store? And where would i find it?

To be clear on the term offload:

  • When choosing the specific option to Offload an app in Settings, the icon remains and can be downloaded by the tapping the app as long as it is still available. You can also go to Settings > General > iPhone Storage and tap the app and choose the Restore option.
  • When pressing and holding on the app, you can either Delete the app from your device, which will require going to the App Store and downloading it again, or Delete from your screen where you can put the app back by going to the App Library and dragging it back to the screen. Neither of these methods are considered to be offloading.
