When wearing my watch my phone dosent ring i am in emergency services and i have missed several callouts because of this . How do i get my phone to ring on calls and text while having the watch on

It should ring for calls whether you're wearing the watch or not. It will NOT sound alerts for text messages when wearing the watch. That is by design.
If that creates a problem, then the Apple Watch may not be the appropriate tool for you.
