I just solved my problem by recalling my mobile carrier and it turns that I was supposed to switch apn name for hotspot mode
Turn off Private WiFi address and allow address tracking. Reset the Mac’s network settings and see if you can connect to your hotspot. Your ISP may be wanting to track your activities.
Since you’re convinced it’s an Apple issue, you need to talk directly with Apple Support.
Please have Apple perform diagnostics on your iPhone. It can be done in person at an Apple Retail Store or at an Apple Authorized Service Provider. You can also contact Apple Support and request remote diagnostics.

If you are referring to the Hotspot on your iPhone, that is managed by your cellular provider. If it is not providing an internet connection, you need to contact them for help in troubleshooting that issue.
Would it be private or not, MacBook cant see actual ip address of hotspot because it didn’t created by iPhone: in that cases MacBook create ipadress itself (thats why it shows no ip address firstly) then Mac created ip and it connects to hotspot but internet still don’t working so the reason cannot be in Mac settings it somewhere in iPhone settings (and also i tried other sim cards which worked on other cell phones)

What country are you in? The screenshot doesn’t help, sorry. What does you Apple Network Control Panel show for network settings?

It appears we may be talking about different things. I took your question to be about the Hotspot on the iPhone. That hotspot is maintained by your cellular carrier and uses cellular data.
Your latest response talks about an internet provider, so am I correct in assuming that you are not referring to the iPhone hotspot, but a separate device? What other devices are you referring to when you say other devices do not have internet?

Who is your carrier and what did you carrier suggest? I am with AT&T and my Hotspot works without issue on two different iPhones.
my carrier is kyivstar and, i been connected them and they said they didn’t have any restrictions about mobile hotspot yet, of course i could try it with any other carrier but i doubt it will change anything
The thing I suppose is not about which device he is using but that iPhone didnt share ip address to dhcp server and that way any device he use will not work so as well as my problem
