After English and Lithuanian keyboards were combined, dictation is broken

After one of the recent OS updates the English and Lithuanian keyboards were combined into one on iPhone. Ever since then I am having serious trouble using dictation in English. There is no dictation for Lithuanian, but if I was trying to dictate something while putting the keyboard in LT, it would switch to Russian (somehow Apple decided that it is anyhow close?!!?). Now when those keyboards are together, I often get either a totally weird English words, or just words in Russian. Basically it's impossible to dictate properly in English as I can never be sure of a result. Strangely also the quality of text depends on the app. For example in simple sms message the EN dictation works fine, in Whatsapp it's a mess, dictating to Chat GPT is total Gibberish, etc.
