Open App Shortcut Not Working

I set a shortcut where when I open the calculator app it opens in “slide over” mode. Testing in shortcuts works fine but as a widget in control center or on the Home Screen, I get an error message stating that the app could not be opened. Once I go back into shortcuts and test it again, then it works but only inside the shortcuts app?? Any ideas on how to fix this?
