identityservicesd hogging 100% CPU after updating MacOS from Sequioa 15.2.4 to Sequoia 15.4

MacBook Pro specs:

Processor: 2.6GHz 6-core Intel i7

Memory: 16GB 2667 MHz DDR4

I recently updated from Sequoia 15.2.3 to Sequoia 15.4. And after the update, my computer's fans were running very high and my computer was hot. I checked the Activity Monitor and noticed the "identityservicesd" service was hogging the CPU, taking almost 100% of the CPU (screenshot attached). I'm not sure how to fix it, and this didn't affect me until AFTER updating to Sequoia 15.4.

I went through the fixes that I could find such as:

Disabling login items
tried holding shift button before logging in
restarting and turning off my laptop multiple times
turned the wifi on and off
sign out and sign back in

I even ran an etrecheck report on my laptop which reported that the "identityservicesd.app" had high CPU usage and that the app was using high energy. Any help would be appreciated! I also read that re-syncing iCloud could fix this, but I'm not sure how to do that.

From what I can see, when inspecting the " identityservicesd " >> " Open Files & Port " in Activity Monitor

The open files appear to be related to the " Contacts " application

This begs the question.

What might be the Source for syncing your contacts in that application ?

To answer your question, it's iCloud that is doing the syncing in the "Contacts" application. I signed out and signed back into my Apple ID and today it seems the "identityservicesd" service has gone down to normal-ish CPU resources. But now the "apsd" service is hogging quite a bit of CPU (screenshot below).

Also my iCloud storage is full and has prevented syncing since it's full. Do you think that might be a problem here?

Hum, apsd seem rather high

Again from Activity Monitor >> Open Files and ports

It maybe possible that iCloud is full is part of the issue

Is it possible there is a Commercial VPN being used

Asking because there is reference to Time Zone , Messages , Apple Push Services , user-packet-pool

I could be wrong so this is a best guess
