Can I pick up an iPhone 16 Pro Max with a veterans discount from an Apple Store?

Contact Apple at 1-800-MY-Apple. This will avoid a trip to the Apple Store and being frustrated. I suspect that you just can’t order online and pickup in store. I’m a former Apple Store manager and I used to do these all the time. The store was near US CENTCOM.

How far are you from an Apple Store? You can always call and request a supervisor. An experienced supervisor will know the drill. If the delay is an issue, call the store, request to speak to a manager, explain the situation and see what the manager is willing/capable of doing. Managers generally have wide discretionary powers, but times change. You may have to settle for shipping. Please post back and share your experience in getting an iPhone. If they have the model you want in stock at the store, you can probably just walk in, show them your VA ID card or valid military ID and get the discount. No need to order in that case.

The last time I made a purchase in store, all I had to do was show my VA card and I got the 10% discount.

I don’t know, but will try to find out. I’m a former Apple Store manager and we used to be able to offer the discount directly within the store. I’d be surprised if that process has been removed, but it’s hard for me to say. I’ll post what I learn in a day or two.
