Login to iCloud.com succeeds but immediately logs out.

When I try to login to icloud.com on Chrome or Safari on Windows11, the login succeeds, but I'm never prompted for a 'verification code' on my phone. Icloud.com displays the main screen, but immediately is logged off. Recently upgraded iPhone12 mini to iPhone16, copying from an iCloud backup.

had this myself going 6S to SE 3rd Gen, interference somewhere the service still thinking my 6s was logged in, so had to completely detach it and setup SE 3rd a second time which fixed it,

Updating to a New iPhone:

Use Quick Start: How did you perform the update? Was it manually transferring this? Quick Start is a service provided by Apple for transferring to a new iPhone. So, you should backup your iPhone to a computer(Mac or PC), and then reset your new iPhone to Factory Settings. Once Factory Reset, perform Quick Start.
