Good Day, have you tried contacting Apple Support on this ? Or else try checking purchase history on your iPhone if you have submitted for the iCloud subscription.
Allow 24 to 48 hours to receive an update from Apple. If approved, the time it takes for the money to appear on your account or statement will depend on the payment method. You may lose access to refunded items.
How to view purchase history : Settings > tao on your name> media and purchases > view account > purchase history.
You can check the details if it shows refunded or not.
If your refund is approved, the funds will be applied to the same payment method that you used to buy the item. Here's how long it takes for a refund to appear on your account or statement:
Store credit – It may take up to 48 hours to see the refund in your Apple Account balance.
Mobile phone billing – It may take up to 60 days for the statement to show the refund. Processing time may be affected by your network provider. You can contact your network provider for an update.
Credit and debit cards, Apple Pay, Apple Cash and all other payment methods – It may take up to 30 days for the statement to show the refund. If you can't see the refund after 30 days, contact your financial institution.

Your payment method was declined. That means it was unable to be charged. So there is nothing to refund. No money was taken from your payment method since it was declined.
Why are you asking for a refund for something that wa unable to be charged?
Also, refunds don't happen automatically, you need to request then specifically. A refund however will not get your payment method verified again and working for iCloud+.
If you blocked the charge from your card or bank side, then your Apple account is in bad standing and you owe Apple Money.
If you wanted to cancel iCloud+ you can do that, without blocking the charge.

The screen indicates your payment method was declined.
The fact it was declined, precludes any money from being taken, that is what "declined" means. It was not allowed to be charged. So no money was able to be taken from it. There can be no refund, if no money was taken.

I’m sorry for misunderstanding, im trying to subscribe icloud + but ended up with nothing🤷♀️ when IM trying to add payment method like it’s on the screen🤷♀️ they take my money and then refund ofc. I just wanted icloud plus🥹🥹 bc of the storage.
