i downloaded iOS 16.7.11 for iPhone 8 Plus, unfortunately it turn off my Bluetooth & WiFi and I couldn’t turn on back any help.

If you cannot turn on both Wi-Fi and Bluetooth in your Settings, that would mean that the hardware chip for that in your iPhone has failed and as a result you need to take it into your nearest Apple Store’s Genius Bar or Apple Authorized Service Provider for service.
