I'm on Version 15.4. There are a couple of people that I can't send a message from Messages on my computer. They use text messages. Is the problem because they are not Mac users, but PC users? I can only contact them with Messages on my iPhone.

You will find that option on your iPhone in Settings>Apps>Messages>Text Message Forwarding.
