How can I download all transactions from Apple Pay?

Contact your card issuer or bank for a full statement. Apple Pay transactions are part of that statement.

Unless your card issuer or bank offers a full listing within Wallet, the transactions there are limited to recent ones only.

Apple Pay is a service and what you see displayed in Apple Wallet app is provided by the banks. The vast majority of banks restrict the availability of data shared to the past 30 days (or less). The information about your Apple Pay transactions is not shared with Apple during or after the transaction. This is just one of the many ways your personal and financial information are protected and kept private.
