App store not offering manual update uptions, and settings greyed out

On my iPhone, until recently, when I opened the app store and clicked on my account icon, there would be a list of apps with available updates (I would also get "badge" notifications when new updates were available). For at least a month now, there have been no updates offered. Last updates for all of my apps is showing as over a month ago, which is very unusual. When I open the app store settings (in "Settings"), the toggle buttons for automatic downloads (App Downloads, App Updates, and In-App content) are all greyed out/disabled. The first two are set to "Off" - which is my intention, since I prefer to do it manually. But it's strange that they aren't even available to change those settings now, and I don't seem to be gettign update notifications, either.

Is this normal, or is something wrong?

Is this device being managed with Screen Time Restrictions? Turn off Content & Privacy Restrictions at Settings > Screen Time > Content & Privacy Restrictions and compare your results. If this is a members device on Family Sharing, then the Organizer may have to make that change.
