The glowing effect around your iPhone’s screen you’re referring to is the new Siri animation with Apple Intelligence. If you don’t have Apple Intelligence installed, you won’t see that animation and you’ll see the old one of the glowing circle.
You have already met two requirements for Apple Intelligence, a compatible model and iOS version. Now you must see if your iPhone’s device language and Siri language are set to the same supported language. You must also make sure you have at least 7 GB of free storage, which you can check in Settings > General > iPhone Storage.

Chinese (Simplified), English (Australia, Canada, India, Ireland, New Zealand, Singapore, South Africa, UK, and US), French (Belgium, Canada, France, Switzerland), German (Austria, Germany, Switzerland), Italian (Italy, Switzerland), Japanese, Korean, Portuguese (Brazil), Spanish (Chile, Mexico, Spain, US).
Note that Apple Intelligence is currently not supported for iPhone’s intended for China residents.
You must meet all these requirements to use Apple Intelligence. If you fail to meet any one, you cannot use it.
