How to allow phone call rings from unknown numbers?
iPhone 16, iOS 18
Settings>Apps>Phone>Silence Unknown Callers.
Turn that off.

Moved 'Phone' way deep in Apps was an error.
You do realize they are in alphabetical order making it easier to find.
