How can I resolve 'smtp connection error' for email sending on iPhone?

I have talked with apple help representatives and still no one can trouble shoot what is wrong with my mail. And trust me, I have read every single online help file possible. I keep getting the smtp connection error. I have attached photos. Please someone help, as I need to be able to send messages from this email. I can receive them fine.
