Siri unable to make calls without internet after iOS 18.4 update

For most of its functionality, Siri requires an internet connection—via Wi-Fi or cellular data. This includes sending messages, setting reminders, searching the web, giving directions, or providing weather updates. Siri processes your voice commands by sending them to Apple’s servers for advanced speech recognition and natural language processing.

When you ask Siri to make a call, it may also need to access your Contacts to find the correct person to call. This means Siri needs permission to access your contact details stored on your device.

However, once the command is processed and the contact identified, making the actual voice call does not require an internet connection. Regular cellular calls use your mobile carrier's voice network, not data. So while Siri needs the internet and contact access to initiate the call, the call itself goes through the cellular network.
