Unable to change icon size on iPad running iPadOS 18

I downloaded iOS 18 on my iPad and went to enlarge the icons….the names disappeared but the App icons size stays the same….I've tried various settings….they get bigger on my iPhone but not my iPad….?

any thought? It’s an iPad 7th running the latest version (18.4)
