If you bough it in approximately the last 18 months, you can log into you Apple Account from another device and find the invoice, which shows the serial number.
This change is a real issue for people like you whose device won't start, and I would let Apple know using this feedback link:
Using your Apple Account, log into account.apple.com and select Devices from the left column, then tap on the iPad from the list shown. This is the “If you don't have your device“ section of the link posted by razmee209 above.
