I've tried several times to upgrade iCloud storage from 50GB to 200GB which always fails with a notice "unable to complete .... try again later" or similar.
My payment for any Apple services, is through PayPal which doesn't have any issues.
Could you please advise how I can get in touch with a living "compos mentis" human being to help resolve this issue?

Contact Apple Store Support:
This seems to be an issue from within your account --and not so much the device itself. So, you need to contact Apple Support Directly. This is a User-to-User forum. We are all volunteers. So, as you may suspect, no one here has access to that information — and that is a good thing, BTW. That’s why for Financial Assistance, you need to contact Apple Support. They’ll see what’s going on and will run you through the fix.

Troubleshooting Upgrading iCloud Storage:
A. Turn Off All VPNs:
Id you have any VPN connections on, turn them off.
B. Use Another Device:
Have any other device? If so, try upgrading using that plan --you don't have to use an Apple device for this; just doing it online. Go here: iCloud+ Plans and Pricing - Apple Support
C. Keep and Eye of Apple's System Status:
