You cannot pick and choose an iOS version. What you get is Settings > General > Software update > [All options are available here]

The iPhone SE (1st generation) is not compatible with iOS 16 and higher. That is why you cannot update past iOS 15.
When Apple first released the iPhone SE (1st generation) in March 2016, it ran iOS 9.3. You can update an iPhone SE (1st generation) to the latest release of iOS 15. Apple provided six major updates for that phone – but it is now old enough that it will never receive another major version update.
If you recently purchased a used iPhone SE (1st generation) because you "don't enough money" (sic) to purchase an iPhone that can run more recent versions of iOS, now you are discovering why the SE (1st generation) was less expensive than a more modern phone. If it had been able to run current versions of iOS, maybe whoever sold the phone to you would have kept it for themselves – or would have wanted a lot more money for it.

You are not speaking to Apple, and there is no point in begging for an iOS 16 update for your phone. It's not going to happen. Probably in part because your iPhone 7 lacks hardware that every iPhone capable of running anything higher than iOS 15 has.
