Why doesn't a downloaded photo appear in Photos app but shows in messaging apps?

Where have you looked? If you don't know the date the picture was taken, then it might be hard to find if you have your Library sorted by date captured. Have you tried sorting the Library by Date Added?

Another way to search if you don't know the capture date is to look in Utilites>Recently Saved.

"Downloaded" could mean several things. Are you sure you downloaded to Photos? Could it be in Files?
