Why is there a red record button above my iPhone keyboard?

I can't make it go away and it seems to be making dictation even worse than usual even more of a struggle than usual.

I restarted the phone it was still there. I looked at raised to enable or raised to listen, and that wasn't on, and I can't figure out why this is suddenly there. This is new over the last few days
