i have iphone13 it has problem regarding saving of contacts it does not saves contact it does not saves contacts through 2nd party apps like whats app and true-caller i contacted apple support and customer care center but they could not even solve it

Apple can't help with WhatsApp. They don't own it, nor have anything to do with it other than host the App on the App Store.
