Scrolling/panning issues in certain apps after updating iPhone 16 Pro to iOS 18.4

Since I updated my iPhone16 pro to iOS 18.4 a few days ago, I've noticed some issues with scrolling/panning in certain apps. Suddenly I can no longer scroll or pan the content in various apps, but tapping or other touch functions still work. I.e. I just suddenly can't scroll or pan lists anymore or when map content is displayed, I can't scroll/pan it anymore.

Examples, i open a YouTube-Video and i can’t scroll the comments list or I can’t scroll within the reddit app or i suddenly can’t scroll within the maps app.

After killing and restarting the app, everything seems to work for a while. Sometimes it takes a few hours or days for the problem to reappear.

The apps don’t crash or freeze. Also it’s not bound to single specific app, but to all apps.

Report this to Apple:

This seems to be catching on. I've seen quite a few reports of this on these forms regarding scrolling issues after this update. So, report this to Apple.

Do your Part: Provide Apple with feedback on this, letting them know about this issue. Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come. Apple will know nothing of your occurrence, if you don't report it to them.

Select: "Bug Report" for the "Feedback Type"
Comment: on when this issue began, and how you’ve troubleshot this, thus far. Include the URL of this thread.
Proceed from there as necessary

Please try turning off "Apple Intelligence" in the settings. I haven't had this problem since I turned it off.
