What is not happening, that you think should be happening?
Where are you getting stuck exactly?
The drive, if formatted as exFat, Fat32, HFS+ or APFS, should appear in the Files app under Locations.
Is it not there?

It won't appear if its formatted as NTFS for Windows
As long as it appears there, you can open the Photos app, open the Album you wish to transfer, tap on Select at the top right, then select the Photos to transfer, then tap on the share icon at the bottom left, then on Save to Files, and navigate to the external drive and select a folder to save the photos into.
