Can't download new apps on iPhone 16 Pro after iOS 18.4 update

After installing iOS 18.4 on my iPhone 16 Pro I have had an issue when I go to download a new app (not app updates, those have been fine) I get prompted to sign in to my Apple account to review my payment details. After I put in my Apple ID password I am shown my payment information with no further action item to take. My only option is to hit "Cancel" in the top left corner and the app doesn't download. Any ideas?
