This is no longer the case, except for Rakuten Mobile; the availability of unlocking and other carrier services is listed in this article and similar ones.
Note that getting warranty or AppleCare+ service for it outside of Japan is at the discretion of the people at the service center. They likely won't have international iPhone models on hand for replacements, and therefore aren't obligated to honor warranties or AppleCare plans from outside their own country(except when both are in the European Economic Area or Switzerland).

read people write here that phones in japan are always sim locked and they do not let one sim unlock them ever
if this is the case and or if it's with all carriers and if it's still a thing I can't say, but if it was me then I would check up on it before spending
