How can I restore the temporary backup to my new iPhone 16?
New 16 didn’t download temp backup. Most of my apps on old phone are still in the temp backup file and need them to download

Not sure what you mean by temp backup.
Did you set up your new phone from an iCloud Backup? If the apps on your iPhone16e are just showing waiting or greyed out, then restart your new iPhone and make sure you have a strong internet connection. Apps are not stored in your iCloud backup, they are downloaded again from the App Store.
