I could not make voice call to only one particular phone # from my i16 pro phone; but whatsapp & video call are going to that #.
* I checked all settings , removed the sim & placed again, switch off /on the phone & tried again. Still the issue is there. Could you please advice?

Have you asked them if they have you blocked somehow? If they have your. number blocked through their carrier, that would affect only regular phone calls.
Contact your cellular carrier. This would not have anything to do specifically with your phone. The issue is either with your carrier, their carrier, or their phone.
But did they check to see if they blocked you through their carrier? That's different than blocking on the phone itself.
