I don’t know how i got the money on the Apple account instead of my Apple Pay so I can actually use it on my family and internet purchases and it ended up on account. I have no idea how to move it to my Apple Pay or my bank account or ONE card I no longer have PayPal card. I need want a quickly want this back

Except as required by law, any money in an Apple Account only ends up at Apple, whether the Apple Store, or the music and app stores.
Depending on how the money got added to the Apple Account, you might be able to purchase Apple Gift Cards, but those still only go to Apple eventually, and gift cards cannot be used for buying more gift cards.

Any in-app purchase will first deduct money from your Apple Account and after that has been zeroed out, the remainder will be billed to the payment method on file for purchases. That happens automatically and there is nothing additional you need to do to purchase the TikTok tokens from your Apple Account.
Re. Titled???? How??? I got my Apple Acct. at top of my digital wallet still denies it for any amount under $15. I tried 1312 and 10 and won’t buy the token I did it before while I was on the live on TikTok and on Apple Store app I never tried. Don’t know what it is.
Apple Pay is not an account. Did you transfer funds from your bank account to your Apple Account? Were you trying to add funds to your Apple Cash account? When exactly did you do the transfer?

It sounds like you might have multiple accounts established with TikTok. Have you ever contacted Apple Support about this issue?
